I would like to know 1) if it possible to move an established camellia as it was originally planted in the wrong spot and has grown to block a window 2) when the best time is in Victoria to attempt the task
Natalie, you can move Camellias, but you'll need to keep a tight rootball of soil around the roots to protect the fine hair roots from breaking off. Best to slide some sacking under the roots and wrap it tight while moving it. And as with any plant, never move them when they are actively growing and especially not when flowering.
