Cycads tend to produce new fronds once a year. If yours has not grown new leaves for over two years there may be something wrong with it, common problems tend to be related to rot either in the stem or roots. One way to test if the problem is caused by root rot is to push hard against the trunk If the roots are healthy the plant should not move if it does, you will need to dig around the trunk and investigate the health of the roots - black roots indicate fungal disease. Depending on the size of the plant and how much you want to save will decide you next step. You can dig up the plant and cut away the diseased tissue, place in a dry spot and spray with a fungicide ( you will need to do this every two weeks) if the plant recovers replant is well drained soil - adding perlite will help maintain good drainage. Your other option is to throw away the plant (not in your compost) and start again
- also throw away any soil that was in contact with the roots.
