The clay soil under the sand is likely to be very compacted. Before you can think of growing plants in your new bed you need to prepare the soil.
Firstly I would remove about two thirds of the sand and then dig area to the depth of your spade, the sand will make the soil more friable. You then need to add organic matter, compost and manure, these will make the most difference the friability of the soil and encourage worms and other beneficial insects. Dig in more compost in the autumn. By next spring the soil will be ready for planting. When you come to plant shrubs, make sure the planting hole is twice the width of the pot, fill hole with water to make sure it is draining then place the plant into the soil to same level as in the pot.
